Kind Attn : Dear Satya Kumar

(Originally published in Hindi in the July 2010 issue of the  Regional Reporter (Srinagar, Garhwal)  this open letter is addressed to Dr. S.  Satya Kumar, of the Wild Life
Institute of India, Dehra Dun, who had led a group of experts, on whose  study
and recommendation the Nanda Devi  region was closed to the community of
villages that lived around it who had looked after and preserved its bio

Respected Sir, 
I hope this letter finds you happy and in good health. And also that your research work is going on well. We here in this village of Lata are also all right, though for how long we do not know, it depends on the will of the almighty. 
Our survival is no less than a miracle. Our village, the part above the road, is still in the clutches of an environment regime, and the part below it is suffering from the blows of a dam being built. 
For years we have been awaiting your arrival with great eagerness. We felt that as a great protector of the environment, whose research had established that the hoofs of our goats and sheep had damaged the environment, and who had brought to an end our centuries’ old system of worshipping Dubdi Devi in the Nanda Devi National Park, and whose words denied us our basic right of freedom to worship, such a great scientist must be seriously worried over the damage being done to the environment by the dam being built at the bottom of our village, below the road.

He would be able to put a stop to that destructive dam work below the village in no time with a scientific report. But now we suspect that that task may not be easy for the great scientist to accomplish. It is on this subject that I am writing this letter, with the consent of the elders of my village. 
Honorable Sir, 
You have traveled extensively in the Himalayas. Like the Third Eye of the God Shiva, your pen has destroyed the livelihood and culture of thousands of families living in this part of the Himalaya. Intellectuals everywhere bow before your prowess. In such a situation, I, Dhan Singh Rana and his community, destroyed by the power of your pen, wish to remind you of the moments when you
have hurt us.
 
O Protector of Bio-Diversity! 
I want you to recall our 2003 journey to Nanda Devi Base Camp. On the way back, we had with us an army wireless operator who was very ill. A helicopter could not be called because of bad weather. The porters had already left the valley for Lata Kharak with your equipment and baggage and some of
our villagers had come to the Dubbal valley to help because his life was in danger. We traveled in pouring rain and our food rations were low. I spent two nights with you to save the sick operator. You may recall that we survived those two days and two nights living on herbs, boiling them over a wood fire.
 
On our return to our village when I mentioned this experience to the porters, they accused you of being a person with double standards. They said, while climbing if a porter held on to a handful of grass for support you would shout at him for damaging it. You spent nights in a tent. But the porters had to sleep in the open, huddled around rocks and stones. If they lit a wood fire to keep themselves warm you reprimanded them for burning wood.  
But when it came to your own self-preservation while accompanying the sick wireless operator, you conveniently forgot those rules of preserving grass and wood. I had to silence the porters by telling them that you were an enlightened person, sent to the region for the protection of wild life and that human sympathy may have escaped your attention temporarily.
 
O Hard to Please God!

Crawling and flying insects, grasses and weeds have their place in our universe. They all are related to one another. Like the honeybees in our homes which not only give honey but also pollinate the flowers. They are the guarantors of the flowers, like the flowers are the guarantee of the bees. Bees receive shelter in our homes because we get honey from them. But now we have neither bees nor honey. Your attention may not have been drawn to this aspect, but O Holiest of the Learned! did you ever wonder how bio-diversity would suffer with the banishing of the bees from our community? Did you ever think about how our community would suffer with the going away of the honeybees? Is it normal that your eye should ignore this aspect?

What a contradiction it is, that you, living in a cement-concrete structure worship nature, while we, who live in it are called its enemies! There may be differences in the amount of carbon you and we produce, but why is it that the protection of nature always remains your responsibility?  
Our forests have been exploited from the time of the British. Where are the forests now? Those that are there belong to you, where you plant trees according to your need. Our needs and those of the wild life here are different from yours. Respected Sir! There is no food left now in your forests for the wild life. Hungry, it now comes to the cultivated fields of farmers and enters settlement. In this process people, as well as the voiceless wild life are getting killed. If anyone is responsible for this, it is you and your research and the consequent birth of ‘forest management.’
 
Oh Toothless Paper Tiger of National and International Workshops!

We have a saying that it is possible to wake up a person who is sleeping but not one who is pretending to sleep. Since you are the one laying down laws for us, we think we have the right to know if you are sleeping or pretending to sleep? Efforts of imperialist forces wanting to control our forests have not come to an end. It makes little difference if one’s finger is on the trigger of a gun or pointing at someone. Both convey a hunter’s attempt to take aim! Isn’t that so, Professor Satya Kumar? 
My village cannot survive anymore without the presence of the Joshimath market, nearby. Farmers who have toiled for centuries in their fields now visit the market more often than they do their fields. Destroying our self-sufficient way of life has been considered your constitutional right. But if we point fingers at your life-style, that is considered a violation of your personal freedom and basic rights. I am not very educated, but the question of why people in power can’t use hands to clean themselves like us village folk has always worried me? I wonder when the day will come when your research brotherhood will find that the growth of natural resources and decrease in carbon production is also linked with the use of toilet paper? Respected Professor, if your pampered brethren do not understand this relationship, then even a child from Lata village can teach them this basic self-help skill. Without charging any consultancy fee! 
Respected Sir! We believe in democracy as well as in the power of the Divine, which without a plan and the aid of the World Bank, gave us our forests. When in trouble, we knock at the door of both. I consider you unfortunate for taking into account only the bio-diversity of Nanda Devi’s area while failing to notice the cultural heritage of our region.  Because of your preconceptions you closed the doors to the very knowledge that would have imparted to you the understanding of a self reliant social and cultural system existing for centuries in a natural environment of togetherness and cooperation. 
Your half-baked research has closed the ears and poisoned the mind of democracy. In doing that, your own corrupt intentions have become known to all. You are absent from the struggle against dams.
 
O Supreme Guru of Protected Regions, 
Do you find a human being living an animal life undeserving of your sympathy? In our scriptures there is the story of the ten-headed demon king Ravana. In my lack of wisdom I presume that the ten heads of the demon talked differently. This may have been the case during your Nanda Devi visit. Did you ever realize that you may represent one of the ten heads of the demon king Ravana (the mythical ruler of Lanka), because what you see and say with one head is not felt and seen by your other heads? As the Wild Life Institute of India, you are the government for us, as are the Tehri Hydel Development Corporation (T.H.D.C.) and the National Thermal Power Corporation (N.T.P.C.), the hydro-power companies that are building the dam below our village. 
What a strange contrast it is that while you saw the wealth of bio-diversity  and its knowledge getting destroyed with the excretion and urination of us villagers, it is not being seen by dam experts, whose heads are joined with yours in what we call the government. This is an odd game: the Forest Department imposes sanctions, from the villages of Mana to Milam, in the name of the preservation of the biosphere, while the dam experts declare the Niti valley (which is within it) as outside the Nanda Devi National Park! We can draw only one conclusion from this: those who escaped being victimized by the power of your pen, will now be crushed under the bulldozers of the dam.
 
Our system of life retains a centuries old tradition of natural and social management, including that of our forests, which we would have continued without your interference. In your system where do you place the poor woman who comes to clean your floors and pots? From Kashmir to Kanya Kumari hundreds of thousands of tribal people are being dispossessed of their lands in the name of conservation as well as development. These dispossessed are providing you with cheap labour for domestic work in cities. With your rich earnings from environment studies you may have the legal sanctity to buy shares of companies like NTPC and Vedanta but if there is a carrying capacity for misdeed in this world, then your quota is over.

Our folk songs sing of the creation of the universe. These contain stories of pride and selflessness. Your pride in your knowledge is nothing compared with the wisdom of nature. Nature conveys the sound of our misery to the supreme authority, whose comprehensive laws you fail to understand. In this human world one can hear the cries of the suffering of the oppressed. And there is retribution that comes to teach a lesson to the oppressors and the evil-doers. This retribution is beyond our control, though it may come about as a result of our cries of pain. We do not call for retribution but it comes naturally as a result of the cosmic laws of universe.  
If you think peacefully and without bias you will realize that the system of protection of nature you impose does not take humanity to its betterment. If you reflect on it honestly you will realize that all your efforts in that direction have been wasted. This then is your retribution. There is no time-limit or age for repenting.

100 फीट ऊंचाई से रोमांच भरी छलांग

लंदन.यह है रोमांच भरे हुए क्षण। इस कठोर हृदय वाले हिम्मती युवक ने 100 फीट की ऊंचाई से छलांग लगाई। इस मौत को यादगार बनाने वाले करतब की तस्वीरें एक फोटोग्राफर ने खींची।
कूदने से पहले यह अजनबी युवक कार्नवेल के पेनजांस की चोटी पर कुछ ही देर खड़ा रहा। पानी में गिरने से पहले इसने हवा मे मात्र 2.5 सेकंड रहा। इस स्थान पर समुद्र की गहराइ 20 फीट मानी जाती है। 11 तस्वीरों को क्रमबद्ध ढंग से एलास्टेयर सूप ने खींचा। इस अजनबी के कूदने से पहले फोटोग्राफर ने इससे बात की। उसने फोटोग्राफर को बताया कि यहां से डाइव लगाने के पहले मौसम और अन्य चीजों का अध्ययन किया।

अभिशप्त नेपाल की राजनीति

पिछले महीने जब एकीकृत कम्युनिस्ट पार्टी ऑफ नेपाल (माओवादी) और कुछ प्रबुद्ध लोग प्रधानमंत्री माधव कुमार नेपाल पर सत्तालोलुप होने और प्रधानमंत्री की कुर्सी नहीं छोड़ने का आरोप लगा रहे थे, खुद नेपाल ने भनक तक नहीं लगने दी कि वह इस्तीफा देने वाले हैं।
30 जून को जब उन्होंने इस्तीफा दिया, माओवादी, उनकी अपनी पार्टी के लोग, गठबंधन के सहयोगी दल सभी हैरान रह गए। इनमें नेपाली कांग्रेस भी शामिल थी, जिसने पिछले तेरह महीनों में हर मुश्किल में उनका साथ दिया था। सच्चाई यह है कि अप्रैल 2008 में संविधान सभा के चुनाव में प्रधानमंत्री नेपाल (अब कार्यवाहक) ने दो क्षेत्रों से चुनाव लड़ा था और दोनों ही जगहों से हार गए थे। यह भी सच है कि सर्वानुमति बनाने में उनकी महारत को देखते हुए खुद माओवादियों ने उन्हें संविधान सभा का सदस्य बनाने की वकालत की थी और इसी वजह से वह प्रधानमंत्री भी बन सके थे।
माओवादियों ने मई 2009 में सरकार से इस्तीफा दिया था। वजह यह थी कि सेना प्रमुख रुकमांगद कटवाल को बर्खास्त करने के प्रयास में माओवादियों ने राष्ट्रीय सेना में कमान बदलने को लेकर दुस्साहसी और अड़ियल रवैया अख्तियार कर लिया था। तभी से राष्ट्रपति रामबरन यादव और प्रधानमंत्री नेपाल माओवादियों के खास तौर पर निशाने बन गए थे। माओवादियों को जल्दी ही इस्तीफा देने की अपनी भयानक भूल का अहसास हो गया। उन्होंने प्रधानमंत्री नेपाल को अपदस्थ करने का कोई तरीका बाकी नहीं छोड़ा।
माधव कुमार नेपाल प्रारंभ से ही कमजोर प्रधानमंत्री थे। इसका प्रमुख कारण यह था कि नेपाली कांग्रेस के सुप्रीमो गिरिजा प्रसाद कोईराला ने तय किया कि बेटी सुजाता मंत्रिमंडल में उनकी पार्टी का नेतृत्व करेंगी, जो विदेश मंत्री बनीं और उपप्रधानमंत्री भी।

नतीजा यह हुआ कि दूसरी पार्टियों के दिग्गज नेताओं ने सरकार में शामिल होने से इनकार कर दिया। खुद नेपाल को हालांकि शुचिता और ईमानदारी के लिए जाना जाता था, लेकिन उनकी सरकार में न इच्छाशक्ति थी, न सामथ्र्य। ऊपर से कई मंत्री भ्रष्टाचार व ज्यादतियों के आरोपों से घिरे थे।
लेकिन एक कमजोर सरकार को भी संवैधानिक और संसदीय प्रक्रिया से ही गिराया जाना चाहिए और माओवादी यही नहीं कर पा रहे थे। सत्तारूढ़ गठबंधन की छोटी-बड़ी सभी 22 पार्टियों में माओवादियों का भय इस कदर था कि कोई भी पार्टी नेपाल सरकार के खिलाफ अविश्वास प्रस्ताव लाने की माओवादियों की कोशिश के समर्थन में टूटकर नहीं आई।

प्रधानमंत्री नेपाल को मजबूर करने के लिए माओवादी तीखे भाषणों और सड़कों पर उतर आए। पहले पांच महीने तो उन्होंने संसद का बहिष्कार और उसे ठप किया। बाद में दो महीने काठमांडू में कठपुतली सरकार खड़ी करने के लिए नई दिल्ली को दोषी ठहराते हुए उग्र-राष्ट्रवादी और भारत-विरोधी अभियान छेड़ दिया।
उससे भी बात नहीं बनी तो सीधा कार्रवाई करते हुए मई की शुरुआत में अनिश्चितकालीन राष्ट्रव्यापी आम हड़ताल कर दी। उन्हें लगता था कि इसके बाद जनता विद्रोह कर देगी और सरकार गिर जाएगी। लेकिन हुआ यह कि योजना व तैयारी के साथ आयोजित उनकी मई दिवस रैली पर काठमांडु के दरबार चौक में आयोजित स्वत:स्फूर्त शांति सभा भारी साबित हुई।

आम हड़ताल से मकसद नहीं सधा। नेपाल सरकार तो नहीं ही झुकी, देश भर में माओवाद-विरोधी भावना गहराने लगी। लोग कहने लगे कि माओवादी अध्यक्ष पुष्प कमल दहल ने पिछले वर्ष गंवाई प्रधानमंत्री की कुर्सी वापस पाने के अपने निजी एजेंडे के लिए पार्टी और समाज दोनों को बंधक बना लिया है। अंतत: हड़ताल वापस लेनी पड़ी।
जून 2010 के घटनाक्रम को लेकर खुद माओवादी नेताओं में मतभेद उभरने लगे। पार्टी ने तय किया कि वह सरकार के बजट का समर्थन नहीं करेगी। प्रधानमंत्री नेपाल इस आशंका से भी घिरे थे कि उन्हीं की पार्टी के कुछ नेता अध्यक्ष झलनाथ खनाल के नेतृत्व में संसद के पटल पर बजट को चुनौती दे सकते थे।

इससे सरकार अपमानजनक ढंग से गिरती। लिहाजा प्रधानमंत्री नेपाल ने खुद इस्तीफा देना बेहतर समझा। अध्यक्ष खनाल को हमेशा लगता था कि प्रधानमंत्री की कुर्सी पर उनका हक है और उनके साथ धोखा किया गया है। इसलिए पूरा साल उन्होंने अपनी ही पार्टी की सरकार के खिलाफ बयान देते हुए बिताया।

राष्ट्रपति यादव ने सभी राजनीतिक दलों से कहा है कि वे सरकार के नेतृत्व के लिए सर्वानुमत उम्मीदवार 7 जुलाई तक खोज लें। इस समय सीमा में यह हो पाना अब संभव दिखाई नहीं देता। संविधान की रचना के लिए बेहतर यही है कि सभी दलों की राष्ट्रीय सरकार सत्ता में आए, लेकिन साफ है कि बहुमत-प्राप्त गठबंधन सरकार ही बन सकती है।

संभावना कम है कि अन्य बड़ी पार्टियां यूसीपीएन (माओवादी) को गठबंधन का नेतृत्व सौंपने पर राजी होंगी। बावजूद इसके कि यह सदन में 38 फीसदी उपस्थिति के साथ सबसे बड़ी पार्टी है। अन्य दल माओवादियों को समर्थन देने से इसलिए हिचकते हैं क्योंकि उन्होंने अपने सैन्य और अर्धसैन्य संगठनों को कायम रखा है।

कुछ लड़ाकों को सेना में शामिल करके और बाकी को एक फॉर्मूले के तहत बसाकर इन संगठनों को खत्म करने पर वे टालमटोल कर रहे हैं। इस वक्त माओवादी भीतर से और भी कमजोर हो गए हैं। शिखर के तीन नेताओं पुष्प कमल दहल, बाबूराम भट्टराई और मोहन वैद्य में मतभेद की वजह से उनके लिए संयुक्त रूप से काम कर पाना मुश्किल हो गया है। ये मतभेद पिछले हफ्ते और तीव्र ही हुए हैं। नेपाली कांग्रेस ने दावा किया है कि अगला प्रधानमंत्री उनकी पार्टी का हो। सच यह है कि हाल ही में एकीकृत हुई कांग्रेस भी चार बार प्रधानमंत्री रह चुके शेर बहादुर देउबा और संसदीय दल के निर्वाचित नेता राम चंद्र पौडेल के बीच बंटी हुई है।
अगला प्रधानमंत्री जो भी हो, उसके कंधों पर पहली जिम्मेदारी राजनीतिक स्थिरता लाने और शांति प्रक्रिया को पूर्णता तक पहुंचाकर समाज को राहत देने की होगी। तभी लोकतांत्रिक संविधान की रचना के लिए जरूरी परिस्थितियों का निर्माण हो सकेगा। माओवादियों के जनयुद्ध और अप्रैल 2006 के जनांदोलन के बाद पूरे चार सालों से लगभग ठप पड़े समाज के लिए यह राहत बेहद जरूरी है।

अगला प्रधानमंत्री यूसीपीएन (माओवादी) की जमात से हो, इसके लिए जरूरी होगा कि पार्टी माओवादियों छावनियों को और यूथ कम्युनिस्ट लीग की बैरकों को खत्म करने के लिए विश्वसनीय समय सीमा में तेजी से कदम उठाए। अध्यक्ष दहल को भी पार्टी की ओर से किसी ओर को सरकार का नेतृत्व सौंपने के लिए राजी होना होगा।

ये दोनों ही चीजें निकट भविष्य में होती दिखाई नहीं देतीं, इसलिए संभावना यही है कि नेपाल का नया प्रधानमंत्री नेपाली कांग्रेस या सीपीएन(यूएमएल) का होगा। संभावित दावेदार राम चंद्र पौडेल, झलनाथ खनाल या एक बार फिर माधव कुमार नेपाल हो सकते हैं।
